Finance and Administrative Services Director Derek Rampone told the council the budget is structurally balanced for 2025–26 with a modest operating balance of roughly $232,000 and noted the document had been streamlined and shortened this year. The council also approved a one‑time appropriation of $200,000 for the McKelvey Park detention basin project and a proposed contingency appropriation of $400,000 to backstop a municipal solar CIP project if federal Inflation Reduction Act funding does not materialize.
Rampone reviewed the budget process and said the CIP had been discussed at prior study sessions; the CIP appropriations adopted by the council were part of the package. He also noted staff proposed several limited ongoing positions and recommended adoption of the salary plans for 2025–26.
Council members thanked staff for outreach and a streamlined budget document; Councilmember McAllister asked whether staff had benchmarked council pay against other cities (staff had not performed a detailed comparison). The council approved the recommended budget, salary plans and strategic priorities by a unanimous vote.
Several consent calendar items tied to the budget and CIP — including adoption of the CIP and appropriations for the Shoreline Regional Park Community and Capital Improvement Financing Authority budgets — were folded into the motion and approved at the same meeting.
Staff will move forward with CIP implementation and report back in mid‑year if additional adjustments are needed.
