Westwood addition reconstruction underway; city to assess 30% after grant buy‑down

West Fargo staff presented Improvement District 3006 on June 24, a full reconstruction project in the Westwood Addition that replaces aging utilities and pavement.
Scope and need: The project addresses end‑of‑life infrastructure in a core area: clay sanitary sewers, asbestos cement water mains and limited storm drainage. Staff described complete reconstruction “from the bottom up” including new PVC utilities, new streets, sidewalks and street lighting.
Cost and funding: The low bid was Saline Brothers at about $8,350,000. The city secured roughly $960,000 in grant funding for the water main and, per commission direction, staff proposed reducing assessments for residents. After grant funds and city contributions via capital improvement sales tax, staff said the city will assess approximately 30% of the remaining project cost to properties; the remainder will be funded by city capital improvement sales tax. Staff said projected assessments will be amortized over 25 years.
Community outreach: Staff held multiple neighborhood meetings (one during planning and another after bids) and conducted an online survey indicating neighborhood recognition of the need for the project. Construction is underway and staff reported residents generally satisfied with contractor performance.
Park district assessment: The North Elmwood Park District is included because utilities and paving extend to the park area; staff said the park district will be assessed for sanitary, water service and frontage-based street and lighting costs and that park officials have been notified.
Ending: Staff plans to bring a refined assessment list next year for certification; residents received preliminary assessment estimates at neighborhood meetings.
