Dakota Medical Foundation development (District 1353) presented as 100% petition; no action taken

West Fargo staff presented Improvement District 1353 on June 24, a developer‑petitioned project submitted by Dakota Medical Foundation to construct utilities and roads on property west of Costco.

Dan Hansen said the project was petitioned 100% by the property owner and that 100% of the project cost will be assessed to the Dakota Medical parcels. He provided an estimated project cost of $2,550,000 and told the commission the project has been bid, awarded and is expected to start construction this year with completion by fall. “This project is slated to get under construction this year and be completed by the fall of this year,” Hansen said.

Hansen noted six parcels owned by Dakota Medical Foundation will be assessed; some of those parcels already have building permits and are planned for office construction to occur in coordination with the public improvements. He also said Dakota Medical Foundation has arranged access with neighboring property owners so the project will not require access through other private sites.

No action: Staff emphasized that tonight’s presentation of pre-construction districts is informational and that no formal action was required on District 1353 at this meeting. Staff also outlined the next steps: a special assessment commission meeting to hear objections (staff referenced a meeting scheduled for July 29, 2025) and later presentation to the West Fargo City Commission (currently anticipated Sept. 15, 2025) for final certification and placement on county tax rolls.

Ending: The commission received the presentation and did not take action; staff will proceed with contract work and follow the formal notice and protest schedule before any assessments are finalized.
