The team said an approximately eight‑week plan‑review period is expected for building permits, with a potential bidding window in late summer and preliminary board bid approval in October. If the schedule holds, staff said the board could issue a notice to proceed in November with project completion targeted for the following June or July.
Board members asked whether the zoning hearing board agenda included the project; district staff said they had not seen the project posted for the upcoming zoning hearing and had received no formal notice from the township that an appeal had been filed. That contradicted some public notices board members had seen on social media; staff said the district had not been formally notified by the township. A board member noted the district had previously voted to obtain “party” standing to participate in township proceedings; staff confirmed the board authorized district participation earlier in the process.
A board member asked how an appeal might affect the timetable. Project staff said they had received no official communication from Spring Garden Township that an appeal exists that would alter the schedule and that the district would continue to proceed, noting the district would revise its schedule as new information arrived. Staff also said the district had engaged legal counsel to monitor the appeals process and would follow up if the township provided formal notice.
The presentation included renderings and explanations of parent drop‑off, bus stacking, classroom wings, courtyards and site circulation. Project managers described a series of public engagement meetings and an advisory committee that informed the building’s plan, and the team said it had been contacting contractors and seen growing interest from bidders.
Board members and staff agreed to proceed with engagement and to keep the community informed through the Act 34 presentation and the district website.
