North Bend council adopts ordinance 2081 to align public-safety fee voting with charter amendment

The North Bend City Council on a unanimous roll-call vote adopted Ordinance 2081 to align voting requirements in the public-safety fee code with a May 2025 charter amendment (Measure 6-221).
City staff explained that Measure 6-221 amended the city charter to require approval of certain fee-related ballot measures by a majority of voters participating in the election rather than a majority of all registered voters. A staff presentation said the change created a conflict with language in North Bend City Code chapter 13.3 and that Ordinance 2081 would update the code to reflect voters’ intent.
Councilors conducted a first and second reading of the ordinance by title and then voted to adopt it. A roll call recorded the following votes: Councilor Jones — yes; Councilor Hamilton — yes; Council President Garbo — yes; Councilor Schultz — yes; Councilor Slater — yes; Councilor Torres — yes. Staff noted the ordinance is not an emergency measure and will take effect 30 days after signature.
The adoption corrects wording in the city code that staff said conflicted with the charter amendment approved by voters. No amendments to the ordinance were recorded during the meeting.
