Planning Director Sandra updated the Valley County Board of Commissioners on June 23 that a draft comprehensive plan is now ready to be distributed to the planning and zoning commission for review and that the county aims for a public hearing on the plan July 7 with implementation ordinances to follow.
Sandra said the comp plan update has been under development for about three years and incorporates input from central district health, DEQ, fire departments and the soil conservation district. She said the draft will be distributed to planning and zoning and that staff aim to have the public hearing schedule for July 7 and further ordinance work that implements the plan thereafter.
Personal time off payout request: Sandra and another long‑term employee asked for county approval to pay out unused personal time off if it cannot be taken before a set date because ongoing workload and a transition prevent staff from using accrued PTO. Sandra asked commissioners to authorize payout of her and a colleague’s PTO, with an end date of Oct. 31, 2025.
Action and vote: A commissioner moved that the board approve the PTO payout request with an end date of Oct. 31, 2025; another commissioner seconded. The chair called for the vote and commissioners responded “Aye. Aye.” The motion carried; commissioners did not record a detailed roll‑call tally in the transcript.
Why it matters: Sandra said completing the comp plan will enable follow‑on ordinance work and zoning changes tied to area of impact work, and commissioners and staff noted the need to sequence comp‑plan adoption and zone changes correctly. The PTO payout decision was framed as a one‑time personnel accommodation tied to transition workload.
Ending: Staff will distribute the draft comprehensive plan to the planning and zoning commission for review and will return with ordinances and implementation steps; county finance and HR staff will process the PTO payout authorized through Oct. 31.
