Vietnam Veterans ask Schuylkill Valley board to fly MIA/POW flag; speakers cite Act 86 (2020)

Michelle Ramsey, who identified herself as a member of the local Vietnam Veterans of America Chapter 131, told the board veterans are petitioning to fly the MIA/POW flag at district schools. She said the flag would be provided at no cost to the district and that other Berks County districts (Boyertown, Brandywine, Hamburg, Muhlenberg, Reading) were already flying the flag.
Ramsey told the board that, in her account, Governor Tom Wolf signed legislation in 2020 (referred to in the meeting as Act 86) authorizing broader display of the MIA/POW flag; she offered the board a list of neighboring districts that fly the flag and said chapter volunteers would visit districts where the flag is not yet flown. Two other veterans who spoke — Craig Boswell and Ed Parente — reiterated the request and noted the request is presented on behalf of veterans who are not present to speak.
Board members expressed appreciation for the speakers’ service and asked a few clarifying questions about the logistics. The matter was brought forward as public comment; no formal board action was taken during the meeting on the flag request.
