Housing Authority board approves revised administrative plan for Housing Choice Voucher program

The Garden Grove Housing Authority Board of Commissioners on Tuesday held a public hearing and unanimously approved a revised administrative plan governing the local Housing Choice Voucher (HCV) program.

Housing Authority Manager Tianna Fee told the board the update aligns the agency with recent guidance from the U.S. Department of Housing and Urban Development and reflects discretionary policy clarifications, including income exclusions, eligibility determinations, inspection quality control and updated procedures for mainstream and emergency housing voucher programs.

Why it matters: housing authorities that administer HCV programs must adopt an administrative plan that describes local policies and procedures and ensures compliance with HUD regulations; revising the plan is required when regulations or agency practice change.

Fee said the 2025 administrative-plan updates incorporate regulatory changes in Sections 102 and 104 of the Housing Opportunity Through Modernization Act (HOTMA) and other HUD clarifications. She told commissioners the public hearing had been properly noticed and that staff recommended adoption.

During the public hearing, resident Nicholas Dibbs urged the housing authority to continue offering remote access to public hearings so residents who cannot attend in person can participate. "You open these hearings in the future to allow people to call in and give their input," Dibbs told the board.

After closing the hearing and with no further discussion from commissioners, the board moved, seconded and adopted the revised administrative plan by roll-call vote: nine yes, zero no.

Ending: The revised administrative plan will guide the Housing Authority's administration of the voucher programs; staff said it includes updated procedures for eligibility, income exclusions and quality-control inspections and incorporates HUD policy changes.
