Seaside council approves CDBG consolidated plan and FY 2025–26 annual action plan

The Seaside City Council voted Jan. 24 to adopt the city's 2025———————————————— 29 consolidated plan and the fiscal year 2025—————————————— 26 annual action plan for its Community Development Block Grant (CDBG) entitlement funding.
Administrative analyst Harun Noori told the council the draft action plan assumes $466,548 in anticipated CDBG funds for FY 2025—————————————— 26 and outlined the recommended allocations: $61,164 for six public service programs (the HUD cap of 15%), with each agency receiving $10,194; $240,000 for ADA curb ramp improvements to be administered by the city engineering/public works department; $40,000 for facility improvements at Casa De Noche Buena through Community Human Services; $50,000 for improvements to the Boys & Girls Club of Monterey County Seaside Clubhouse; and $75,384 for planning and administration.
Noori said the annual action plan covers July 1, 2025 through June 30, 2026 and represents the first year of the consolidated plan implementation required by HUD. He recommended the council adopt the resolution, authorize the city manager to submit required documents to HUD, make minor compliance modifications if needed and execute funding agreements with partners.
Mayor Pro Tem Pacheco announced a conflict and did not participate in the vote on this item because she serves on the board of Community Human Services. After receiving no public comment, the council approved the resolution; the roll-call shows the measure passed with one abstention (Pacheco) and the remainder voting aye.
Council authorized the city manager to proceed with necessary HUD filings and to execute contracts with eligible partners to implement the funded activities. The action formalizes the city's CDBG priorities for housing, public services and neighborhood improvements for the coming year.
