Guadalupe adopts Caltrans utility reimbursement agreement for street realignment work

The Guadalupe City Council voted 4-0 on June 24 to adopt Resolution 2025-35 authorizing a utility agreement with the California Department of Transportation that lets the city seek reimbursement for relocating water meters, a fire hydrant and other utilities tied to a planned realignment of Guadalupe Street north of Twelfth Street.
Public works staff member Jeff told council members that Caltrans is reconstructing driveways and sidewalks to current standards as part of a highway project and that the city must relocate some water meters and a hydrant to accommodate the new alignment. “We have the prior right for our water,” Jeff said, explaining why the city expects Caltrans to reimburse the work. He estimated the relocation work would total about $15,000 and said the city’s water fund would cover costs temporarily if Caltrans did not reimburse them.
Jeff also told the council that a second Caltrans resolution (2025-36), a landscape maintenance agreement, was still under review by Caltrans attorneys and had been pulled from the council’s agenda; staff said they would return with that item when Caltrans completes its internal review.
Council member motioned and seconded adoption of Resolution 2025-35; a roll-call vote recorded ayes from Council members Vernez, Villegas and Hernandez and Mayor Julian (Council member Acosta Jr. was absent). The motion passed.
Staff said after the vote they will submit documentation to Caltrans seeking reimbursement once the relocation work is complete and that the city has already obtained construction bids for the necessary utility relocations.
