Commission issues negative determination for deck at 60 Mill Pond Road with conditions

The Norwood Conservation Commission on June 18 issued a negative determination of applicability for construction of a 12.3-by-20-foot deck at 60 Mill Pond Road, finding the project would have a negligible impact on the buffer zone and resource areas and imposing a special condition prohibiting machinery or stockpiling in wetland areas.
Karen Skinner Catron, representing the property owner (Tanya Homsey), described the project as a deck built over an existing paved patio. She said the proposed deck footings would be approximately 8.5 feet from the wetland line and outside the inner riparian protection area (IWPA), and that the work area would be limited to disturbed impervious surface where pavers will be removed only where footings are needed. Erosion control was shown on the site plan.
Carly recommended a negative determination under the Wetlands Protection Act and under the town bylaw because the work will not remove, fill, dredge or otherwise alter resource areas. She suggested a special condition that no equipment enter wetlands during any phase of the project and no materials be placed in the wetlands.
A commissioner moved to issue the negative determination with the special conditions; the motion passed on a roll-call vote with Commissioners Kelsey Quinlan, Anil Persad and Kalima Mustapha Woodburg voting yes. The applicant said the structure will be permitted by the building department and inspected by the building inspector once approved.
