Planning board clears rooftop solar at 54 Nardozzi Place

The New Rochelle Planning Board approved a site plan on June 20 for a rooftop solar installation at 54 Nardozzi Place, a storage facility in a CABLI zoning district.

Jonathan Mizrahi of Tri-State Solar described the proposal as a rooftop ballasted system with a combination of ballast blocks and mechanical attachments. He told the board that the facility’s six-foot parapet walls and the building’s placement mean the array will not be visible from public corridors, including I-95. The applicant said material deliveries and lifts to the roof will be staged on private property and that the only exterior electrical equipment would be the required emergency disconnect.

Conditions attached to the approval require the applicant to remedy any construction damage to city right-of-way to the satisfaction of the Department of Public Works and to obtain DPW permits for temporary right-of-way obstructions or lane closures. The board also required information on delivery procedures, a requirement to schedule deliveries to avoid peak shopping times, and a corrective update to drawings to show required setback dimensions.

Mizrahi told the board the panels are fixed (non-tracking) and that arrays are tucked within the rooftop parapet with setbacks greater than the six-foot minimum. Board members asked for additional drawing detail on the east/west setback dimensions; staff noted the dimension was present in the submitted plans and requested a clarifying update. There were no public comments on the item.

The motion for site-plan approval passed by unanimous voice vote. The applicant said the project will lift materials and conduct work from inside the property and will coordinate any lane closures and delivery hours with DPW.
