Building department reports staffing change, steady permit revenue and new jail plan digitization

County building and zoning staff told the commission that Chelsea submitted a resignation letter and that the department will work with human resources and auditors to review office structure and reporting. Staff said they will meet with HR and the county attorney to ensure reporting and tracking are corrected.
Department statistics showed 256 permits issued year-to-date compared with 259 the prior year, but permit-fee revenue rose to about $549,000 from roughly $508,000, a change staff attributed to larger commercial projects. Inspections were similar year-to-date (1,598 last year vs. 1,615 this year).
Staff reported the new jail’s approved plans total roughly 500 pages and are being digitized so architects and appraisers can review them. County staff said Kendall is digitizing large-format sheets by phone photography where scanners cannot handle the originals, and the county will share files with the appraisal firm Morley McConkie. Staff also discussed logistics for transferring large rolled plans and possibilities for physical handling and rescanning if necessary.
Other items in the department report: coordination with Layton’s crew to schedule groundwork inspections at the new jail site; ongoing code-enforcement work in Cedar Valley Acres including signage about trash and travel trailers; and plans to issue a request for proposals for a capital‑facilities and impact study that ties to sewer-impact-fee questions. Staff said a planning-related RFP should be released in the first week of July.
Commissioners thanked staff for their work and encouraged follow-up with HR and auditors on the reported staffing change and reporting issues.
