Board approves sewer and reclaimed water rate increases across several districts

The Board of Supervisors approved a package of water and sewer rate increases and related actions for multiple county service areas and waterworks districts on June 24, after public hearings held at the meeting.
The board authorized the following increases and actions (all votes unanimous):
• County Service Area (CSA) 29 (North Coast/Rincon): approve a 5.7% increase to sewer service charges (no protests received).
• CSA 30 (Nylund Acres): approve a 3% sewer service charge increase (no protests received).
• CSA 34 (El Rio): adopt a 3% increase and authorize collection of delinquent charges as liens (three protests received, per staff).
• Camarillo utility enterprise (airport/industrial area): adopt a 3% monthly sewer service increase (no protests received).
• Waterworks District 1 (Moorpark): adopt a 5.7% increase in sewer and reclaimed water rates (seven protests were received; staff noted the district operates recycled water for golf and other customers and discussed outreach to the city).
• Waterworks District 16 (Piru): adopt a 10% increase in sewer service charges (no protests received); staff said Piru has capacity for growth and that increases help cover treatment and operation costs.
The board also approved a standard annual report to place delinquent water and sewer charges on the county tax roll for collection for selected districts.
Staff said most adjustments are modest percentage increases adopted to cover treatment, regulatory compliance and operations; several supervisors asked staff to coordinate with cities and community advisory groups and to make sure residents have information on payment options and hardship resources.
Ending note: The increases take effect with FY 2025‑26 billing; staff will follow up with rate letters and informational outreach to affected property owners.
