County closes out state CDBG‑CV grant for Casa Aliento, project moves to final leasing

The Board of Supervisors held a public hearing and adopted the required resolution on June 24 acknowledging completion of Casa Aliento, the HomeKey‑funded motel conversion in Oxnard that received additional Community Development Block Grant — Coronavirus (CDBG‑CV) support.
Housing Solutions Director Tracy McCauley told the board the county applied for CDBG‑CV funds to close performance gaps on the HomeKey acquisition and renovation project. The county served as the lead applicant and the funding enabled Mercy House to complete renovations that converted rooms to 69 permanent supportive housing units plus one manager’s unit.
Renovations included kitchenettes in all units, upgraded HVAC, plumbing and electrical, new flooring and finishes, laundry and service office space, a new roof, exterior living areas, resurfaced parking and new signage. The final construction phases led to a temporary certificate of occupancy in May 2025 and leasing of the last phase is underway.
McCauley said all CDBG‑CV funds were fully utilized for the project and no funds were disencumbered. The board adopted the resolution required by the state to close the grant and receive public comment on project outcomes.
Ending note: County staff will complete CDBG‑CV closeout reporting to the State Department of Housing and Community Development as required; Casa Aliento is now operating in a permanent supportive housing model under Mercy House operations.
