Board transfers oversight of Workforce Development Board to county executive office

The Board of Supervisors voted unanimously June 24 to change the Workforce Development Board’s administrative reporting line from the Human Services Agency to the County Executive Office and to approve supporting governance documents and agreements.
Deputy Executive Officer Asel Busa told the board the move is intended to align workforce operations more closely with economic development priorities and to strengthen coordination between job creation efforts and workforce programs. Busa said Workforce Development Board director Rebecca Evans and her team will transfer into the CEO unit and that the CEO’s office will take responsibility for administering current board contracts.
The board approved a resolution transferring 14 positions from HSA to the CEO office, an amended memorandum of understanding with AJCC (America’s Job Center of California) partners, revised WDB bylaws and authorization for the county executive officer to manage current WDB contracts administratively.
Supporters said the change will streamline grant administration and program coordination, and should make board activities more visible to employers and partners. The motion passed unanimously.
Ending note: The CEO’s office said it will work with HSA and WDB staff on the administrative transition and report back on implementation steps; the approved action does not change the WDB’s membership or policy role.
