County approves consolidated tax-parcel viewer purchase; one-time setup $14,650

Koochiching County commissioners approved purchasing a consolidated tax parcel viewer solution on June 24 to replace the county’s current split setup of ParcelInfo and ArcGIS Online.
Staff recommended adopting the vendor solution (identified in the meeting as “Ezray/Esri Pro West”) with a one-time total setup cost of $14,650. Staff said $10,050 would be charged to the recorder’s land-record fund and the remaining $4,600 would come from the presenting department’s budget. Staff also said the new tool will integrate with Point & Pay to allow online tax payments and eliminate manual uploads that currently occur daily, weekly and annually.
Staff noted the county already pays approximately $27,500 annually for Esri tools; the proposed change is a one-time conversion and will not increase ongoing run costs. Commissioners compared the quote to an alternative vendor, Beacon, which had a substantially higher quote. The board approved the purchase by voice vote.
Staff said the consolidated tool will centralize parcel information into a single user interface and reduce staff time spent on manual data transfers.
