Marchand Ranch wedding venue approved for year-round operation with conditions

CANYON CITY, Colo. — The Fremont County Board of County Commissioners on June 24 approved SRU 24-005 to allow Marchand Ranch to operate a wedding and event venue seven days a week with a maximum interior occupancy of 250.
Tiffany Foster, the applicant, told commissioners Marchand Ranch draws visitors who stay in local hotels and patronize restaurants and vendors, and said the venue often supports local nonprofits by providing free use for community events. Foster acknowledged a neighbor’s noise concerns and said music is typically cut at 11 p.m. and that fireworks at the site are rare and conducted by licensed technicians with prior notification to emergency responders.
Planning staff reported the SRU boundary covers about 3.16 acres within a 220-acre lot at 4801 State Highway 9 in Canyon City. The planning director said the applicant has met parking and ADA surfacing requirements, installed separate restroom facilities with an onsite wastewater treatment system and provided a noxious-weed control plan. Planning staff recommended approval with one waiver (landscaping) and two contingencies: submission of a revised site plan with additional labeling and an approved Colorado Department of Transportation access permit. Planning Commission had voted to recommend approval.
Commissioners moved and seconded a motion to approve the SRU with the landscaping waiver and the two contingencies; roll call votes were recorded as "aye" by Commissioners Bell, McFaul and Grantham. The motion included a requirement that the revised site plan be submitted within six months.
Ending — With county conditions in place, Marchand Ranch may continue operating under the SRU; staff will track the revised site plan and CDOT permit as conditions of approval.
