Kenosha utility adopts 2024 CMAR, reports perfect compliance grade

The Kenosha Board of Water Commissioners on June 23 adopted a resolution to file the utility's 2024 Compliance Maintenance Annual Report (CMAR) with the Wisconsin Department of Natural Resources, a requirement of the Wis. Pollutant Discharge Elimination System (WPDES) permit.
Utility staff said the CMAR summarizes maintenance activities and compares operations to state best-practice benchmarks. "This is an annual report we have to file with the Department of Natural Resources," a staff member said. The board was told the utility received a grade-point average of 4, indicating full compliance with the measures reported in the CMAR.
A commissioner asked about a change in the influent grading shown on the grading summary between 2015–2016 and later years. Staff explained the shift resulted from a change in the plant's rated capacity: the plant's design capacity had been listed at 35,000 pounds, and a later operational review increased the rated capacity to 42,400 pounds beginning in 2017. That re-rating, based on measured operational data and volatile organic (VOD) loading metrics, allowed the plant to be classified at a higher capacity and improved compliance grades in subsequent CMARs.
The board moved and seconded adoption of the resolution and approved it by voice vote. Chairperson Ruffalo and the three other commissioners present voted aye; two commissioners were excused.
The CMAR adoption fulfills an annual regulatory filing under the WPDES permit with the Wisconsin Department of Natural Resources. The support materials noted that the CMAR is submitted as an online form and that the printed packet is a condensed representation of the online report.
