Wright County joins 28E sharing agreement for mental-health advocate services with three neighboring counties

The Wright County Board approved a 28E intergovernmental agreement to share a mental-health advocate with Humboldt, Pocahontas and Webster counties, keeping the existing arrangement in place as the state transitions to a new administrative services organization (ASO) on July 1.
The advocate who has served the four counties provided the board with a brief history of the arrangement and explained that recent statewide reorganizations have replaced regional behavioral health entities with a single ASO. Under the approved agreement, Humboldt County will seek reimbursement from the ASO on behalf of all four counties, mirroring prior reimbursement arrangements with the regional authorities.
The presenter told supervisors the statutory responsibilities of the advocate are defined in Iowa Code chapter 229, and that the new ASO language primarily replaces references to "regional" authorities without substantive changes to the advocate27s duties. The presenter cautioned the board that administrative processes at the ASO remain uncertain and the agreement may need later revision as state guidance becomes clear.
A motion to approve the 28E agreement carried by recorded vote with all supervisors saying "aye." Board members said the agreement is a working document that will be revisited once the ASO clarifies reimbursement procedures.
