Kenosha water board awards $428,990 contract to repaint Sixtieth Street West storage tank

The Kenosha Board of Water Commissioners voted June 23 to award contract 2025-08-PROD to Louis Bitter L and T Painting Company Inc. for $428,990 to perform interior painting of the Sixtieth Street West Ground Storage Tank.
Utility staff described the work as routine preventative maintenance to replace the tank's interior coating and recommended the low, competitive bid. "This is just a general preventative maintenance contract to replace the coating on the interior of this particular water tower," said Mr. Ozonick, a utility staff member. He noted the contractor previously painted the Eightieth Street tank and another tank in 2019 or 2020 and said the bidder supplied good references.
The motion to award the contract was moved and seconded and approved by voice vote. At roll call the board recorded Chairperson Ruffalo, Commissioner Fareed, Commissioner Rose and Commissioner Seal as present; Vice Chairperson Kennedy and Commissioner Keeling were previously excused. The board recorded the vote as aye; the chair also announced an affirmative vote. The contract amount is $428,990.
The painting is intended to extend the useful life of the ground storage tank and maintain water system infrastructure. No funding source or departmental budget line was specified in the meeting record.
Record of related routine actions at the start of the meeting shows the board also approved the minutes from the May 19, 2025 meeting and approved disbursements for May 2025 by voice vote earlier in the session.
