Board approves recommended continuing budget resolution to provide operating authority until September hearings

Fresno County supervisors on June 24 approved a continuing appropriations resolution that allows the county to operate beginning July 1, 2025, through the board’s adoption of the final fiscal‑year 2025–26 budget in September.
County Administrative Officer Paul Nerland and Budget Director Paige Benavides told the board the continuing resolution functions like a federal continuing resolution: it provides interim appropriations based on adjusted fiscal‑year 2024–25 budget levels so county operations can continue while staff and the board prepare the final recommended budget. Benavides said the practice of holding budget hearings in mid‑September allows staff to close the previous fiscal year’s books, incorporate the state budget adopted in mid‑June, and account for final assessed values that become available in late June.
Staff said the office will return with updates on the impacts of the state and federal budgets and will seek direction about the format of department presentations for the September hearings. Supervisors voted to approve the recommended continuing appropriations resolution; the motion carried as announced by the chair.
