Oshman Family Foundation seeks institutional zoning for donated downtown parcel for a youth center

Oshman Properties and the Oshman Family Foundation are pursuing a zoning map amendment to apply the institutional (floating) zone to a county-donated parcel near McCurdy Field for development of a youth center serving ages 12–24; the city will consider rezoning after Planning Commission recommendation.
Jeremy Holder of Oshman Properties presented a rezoning application for a parcel the county identified as surplus and donated to the city for use as a youth center. Holder said the Oshman Family Foundation will lead renovation and development of the building while the City of Frederick will operate the facility once established.
Holder described the site’s location relative to Jefferson Street, Scotty’s Bus Lane and McCurdy Field and said the parcel is adjacent to an existing city park and near the Boys & Girls Club. The proposal anticipates the youth center will connect to the park and provide indoor recreation, lounge and educational space targeted to ages 12–24. Holder said youth participants have been involved in planning and nonprofit operators will share space to provide services.
Planning staff explained the rezoning request seeks to change the parcel from General Commercial (a base Euclidean zone) to the Institutional floating zone to align the city’s zoning with the intended public use. The staff reviewer noted rezoning requires two Planning Commission public meetings (workshops) for a recommendation before the city council considers final approval; the application will appear at Planning Commission meetings in July and August, then proceed to the city council for consideration.
Holder said the family foundation took the lead after the county made the property available and the city accepted the donation; the city took possession in late March. He estimated the facility would be about two years from opening, subject to renovation and administrative steps. No public comments were recorded during the meeting on the rezoning item.
