Commissioner John Martin moved to pull the item from consent for discussion; staff described the scope and the need for the construction‑phase engineering review. Commissioner Farmer moved approval on the record and the board voted 5‑0 to authorize the chairman to sign Amendment No. 2, which raises the contract total to not exceed $1,259,419.08.
The county will continue project oversight through construction‑phase review; staff said the amendment does not authorize additional design work beyond shop‑drawing reviews but provides needed engineering oversight to protect design intent and ensure manufactured components fit as planned.
