County OKs juvenile electronic-monitoring contract and renews LISD education agreement

The Lubbock County Commissioners Court authorized the county judge to sign an equipment lease and service agreement with Geostatus Inc. for electronic monitoring of juveniles and separately authorized continuation of an educational-services agreement with Lubbock Independent School District.
Juvenile-services staff displayed a sample of the GPS monitoring device and told the court the model under consideration is a GPS unit intended to reduce tampering and provide location monitoring. Staff said the county has been using a cell-phone-based monitoring device under a separate contract and that the Geostatus agreement would provide a GPS-style monitor as an additional or alternative tool. During discussion a staff member said tampering with a monitor is a chargeable offense and cited a replacement cost for a bracelet reported in discussion as approximately $750.
The motion to authorize the county judge to sign the Geostatus lease and service agreement was moved by Commissioner Rackler and seconded by Commissioner Corley; the court recorded a voice vote of "Aye" with no opposition.
On a related juvenile-services item, the court unanimously authorized the county judge to sign a written agreement with Lubbock Independent School District for educational services at the Lubbock County Juvenile Justice Center. County staff described the LISD arrangement as a continuing agreement and told the court LISD provides schooling for detained youth in both the detention center and through the juvenile justice education program (JJEP).
Ending: County staff will finalize contracts and coordinate with juvenile services and LISD for implementation; the court recorded standard voice votes and no opposition on both items.
