Bellbrook council adopts resolution to join Greene County'wide 2025 paving and marking bid

The Bellbrook City Council on June 23 unanimously adopted Resolution 2025-R-13 authorizing the city manager to enter into related agreements with the Greene County Engineer's Office to participate in the 2025 collective paving and marking program and waiving local competitive bidding requirements.
Councilman Greenwood, who introduced the resolution, said the city has participated in the county'wide cooperative bid for several years and that the program selects different streets each year for repaving. "This is something we do every year to maintain our roads," Greenwood said during debate.
The resolution lists streets included under the city's 2025 program as Little Sugar Creek Road, Wilmington Dayton Road and Barnett Drive; Greenwood later corrected the recital to note the 2025 repaving program also includes Pavilion Lane, Bledsoe Drive, Brewsters Run Court and portions of Southwest Street and West South Street.
City Manager Rob told council that the county collective bid produced lower-than-expected prices this year. Because the cooperative bidding process uses an estimated tonnage locked in at bid time, the city's actual work will be limited to the bid quantity even if funds remain in the city's paving budget. He also said the money for the program comes from license-plate and registration-related highway funds rather than the general fund.
Council members asked how streets are chosen; Rob said service-department staff perform separate street inspections and compare notes before recommendations are made. Council discussed whether full streets or portions would be paved; Greenwood said the city generally tries to pave entire streets unless a recital specifies otherwise.
A motion to adopt Resolution 2025-R-13 passed unanimously. No amendments or conditions to the resolution were recorded.
