Council holds AB 2561 hearing on vacancies, recruitment and retention; no bargaining-unit requests received

The Grass Valley City Council conducted a public hearing on June 24 to present the status of staffing vacancies and recruitment and retention efforts as required by state law.

A staff member identified as Taylor presented the report and said the hearing was being held in compliance with AB 2561 (referred to in the presentation as "AB 25 61") and the codified requirement in Government Code section 3502.3 (presented as "35 0 2 dot 3"). Taylor told the council the city has vacancies across several bargaining units but none have hit the city's 20 percent vacancy threshold. Several positions are frozen because of budget constraints or labor negotiations, and recruitment is ongoing for key positions. Taylor also said a pending offer exists for the community service analyst position and that recognized bargaining units were properly noticed; no bargaining unit asked to speak at the hearing, although Local 39 submitted a written comment that was included in the agenda packet.

After the presentation the council opened the item for public comment and received none. A council member moved to conduct the public hearing as required by Government Code section 3502.3 and to receive input from recognized employee organizations; the motion was seconded and approved by voice vote.
