Grass Valley adopts $60 million budget for fiscal year 2025–26

The Grass Valley City Council adopted the city's final proposed budget for fiscal year 2025'26 on June 24, approving a plan that raises total expenditures largely because of a jump in capital projects spending.
The council approved Resolution 2025-39, adopting the city and successor agency budgets for 2025'26 after a public hearing and discussion. The roll-call vote was unanimous: Council Member Arbuckle, Council Member Bonamulo, Council Member Ivey, Vice Mayor Caravelli and Mayor Hodge all voted yes.
The budget presentation said citywide expenditures (excluding transfers) are projected at just over $60,000,000 for 2025'26, up from roughly $37,000,000 the prior year. City staff attributed the increase mainly to capital projects: the presentation listed about $22,590,000 proposed for capital projects in 2025'26, compared with about $3.29 million in the prior year. The presenter said, "we are proposing around 22,590,000.00 in capital projects."
Staff noted the general fund's undesignated reserves total about $2,200,000, representing roughly 11.9 percent of annual expenditures. The presenter said the administration worked with departments to reduce expenditures in small amounts across many departments so the general fund would balance, moving a projected deficit to a modest surplus.
Council members asked about quarterly updates and revenue timing. Staff said sales-tax and other revenues arrive with a lag and that the city will provide quarterly reports beginning in fall to show actual receipts and expenditures. Staff also described how gas-tax and SB 1 distributions are calculated and noted those funds are modest for Grass Valley: the presenter said the city expects roughly $456,000 annually from one gas-tax stream and that combined funding including SB 1 is about $825,000 for the coming fiscal year.
During the public comment period immediately after the vote a commenter said, "fire Tim Kaiser." That comment was not tied to any council action and did not affect the vote.
The council adopted the budget by unanimous roll-call vote and closed the hearing. Staff said the council will receive quarterly fiscal updates and will return to council on timing and format for those reports.
