House rejects Senate bill on marijuana; measure fails on final reading

The Arizona House of Representatives on June 23 failed to pass Senate Bill 10-57 on a third reading, with the clerk recording 21 ayes, 34 nays and 5 not voting. The bill was presented as an amendment to state law by adding a section (transcript cited as "36 28 57") relating to marijuana.
Clerks warned members that portions of the bill would affect initiatives and referendums and thus would require a three-quarters vote to become effective. During the floor vote, Representative Carrero rose to explain her vote, saying, "As someone who is a true believer of expansion in marijuana and our businesses in the state of Arizona, I would naturally approve and support this bill. Unfortunately, how it's written, how it's limiting certain areas, at this time, I have to vote no." The clerk then recorded the tally and declared the bill failed.
Because the measure did not secure the necessary majority, it will not proceed from the House. The clerk recorded the action for the legislative journal.
