The Planning Commission unanimously approved a conditional use permit June 19 allowing Reagan Outdoor Advertising to replace two existing static billboards with electronic message-center (EMC) faces at 500 West 2890 South along the I-15 corridor.
Staff presented the application and said the proposed signs meet the height and size regulations in the Flex District, are permitted with a CUP, and have no residential uses within 500 feet (a code requirement). The proposal calls for two new single-pole structures, each with a V-shaped pair of faces; the applicant proposed one EMC face per pole plus one static face (one digital and one static face on each post) rather than four digital faces. Each digital face would be 560 square feet and the permitted height noted was 65 feet.
Conditions of approval recorded on the record include obtaining a sign permit prior to work, providing specifications for an automatic dimmer and complying with EMC standards (nighttime brightness limits, prohibition on flashing or scintillation). The message duration condition (messages no shorter than every two seconds) was confirmed; the applicant indicated an eight-second cycle. The CUP also included a requirement to run five community-service messages. Staff and the applicant discussed setbacks from the interstate and the applicant described internal self-regulation on white-background content and dimming after complaints in other jurisdictions.
Commissioners discussed potential glare and driver distraction; the applicant said the proposed signs will be installed in the same locations as the existing poles and that Reagan has experience using automatic dimming and discouraging bright white backgrounds to reduce complaints. The applicant and staff confirmed the commission could limit the number of digital faces now and require the company to return to amend the CUP if it later wanted additional digital faces.
Commissioner Spencer moved to approve the CUP as described in the staff report and enumerated on the record; Commissioner Ewell seconded. The motion passed unanimously.
