Clinton City Schools adopted a revised use-of-facilities procedure that sets a base rental rate of $50 per hour, includes a requirement that users provide a certificate of liability insurance naming Clinton City Schools for at least $1 million, and allows additional charges when events require custodial overtime or cause significant wear.
Administrators said the policy change responds to increased requests from outside groups, such as AAU basketball tournaments, that create custodial, facility and maintenance costs. “A lot of the requests that we are getting are for things like AAU ball games ... at some point, the wear and tear on the gym ... is coming at an expense to our school and the facility,” a staff presenter said.
The procedure allows the superintendent or designee to waive fees for nonprofit community organizations (for example, Scouts or 4-H) and to assess higher rates for events with large attendance that produce added custodial needs and supplies usage. Staff said if events occur outside normal custodian hours, the user must pay custodial overtime.
The board voted to approve the procedure by voice vote. Staff said the change is intended to equalize costs for community users, protect school facilities and ensure consistent treatment of requests going forward.
The new rules also require the district to be named on the insurance certificate; staff advised organizations to contact their insurers to add Clinton City Schools as an additional insured, which is standard practice for facility rentals.
