The Tulsa City Council voted to adopt the city’s fiscal year 2026 budget on Wednesday, approving several related ordinances including an order to transfer enterprise income to the general fund, appropriation of unexpected grant balances, and the capital improvements plan for FY26–30.
Council approved a 9.9% general-fund emergency operating contingency and enacted a 5% emergency telephone fee referenced in the budget ordinance. Council also approved language directing the computation and filing of levy requirements and ordered the budget to be filed with the Oklahoma State Auditor and Inspector.
A motion to approve items 7d and 7e (budget ordinances) with modifications reflected in updated materials distributed earlier in committee and the technical-change memo was made and seconded; the motion included the emergency clause for item 7e. On roll-call the ordinance passed (one recorded no vote by Councilor Dutton). The council’s action included adoption of the city capital improvements plan and direction for staff to file the adopted budget with the state auditor.
Why it matters: the annual budget sets priorities for city operations, capital projects and grant administration for the coming fiscal year and establishes the contingency the city will hold for operating stability.
Details and next steps: councilors said the approved budget reflects departmental priorities and a conservative posture intended to preserve core services if revenues decline. The adopted capital improvements plan covers FY26–30. The emergency clause on the budget ordinance means portions of the ordinance take effect immediately as provided by city rules; staff will proceed with filings and administrative steps required by state law.
