Council approves spring 2025 code amendments; adopts manufactured‑home park overlay to protect Viking Park

The Poulsbo City Council on June 18 approved a spring 2025 code amendment package—Ordinance 2025‑10—that combines routine code cleanup, legislative mandate updates and development regulation changes needed for consistency with the newly adopted comprehensive plan.
Planning Manager Nicole Coleman described the threefold package: (1) housekeeping code cleanups; (2) adoption of recent state legislative changes; and (3) development regulation amendments required to align the municipal code with the comprehensive plan update. She noted the package followed a June 4 council workshop and a full staff report provided with the agenda.
Several residents of manufactured‑home communities spoke in favor of a proposed manufactured‑home park overlay that would create an extra level of protection for existing manufactured‑home parks. Irene Bowie, representing Viking Park residents, thanked staff, the planning commission and council for including the overlay; Janet Cragan described Viking Park as a close, long‑standing neighborhood and urged its protection. Councilmembers voiced support for the overlay as a preservation measure for existing, affordable housing stock that is unlikely to be newly created under current development patterns.
Councilmember Gary McVay moved to approve Ordinance 2025‑10; the motion was seconded and the council adopted the ordinance by roll call vote. Council discussion noted the city will pursue related parking ordinance updates separately (staff told council a separate ordinance for parking fines and enforcement would return in July) and that the overlay protects existing manufactured‑home parks as a form of affordable housing that will be difficult to replace.
The ordinance takes effect after publication. Staff said additional fall amendments could follow and that specific enforcement and parking code changes would be brought back separately for council consideration.
Viking Park residents in the audience said they appreciated the council’s action; councilmembers and staff thanked residents and planning staff for the outreach and engagement that shaped the package.
