Sites discussed were: Shoreline Park from the commuter ferry dock to Elephant Rock; the entrance to the Corinthian Yacht Club (41 Main Street); the corner of Main Street and Beach Road (Belvedere jurisdiction); Bramble Beach at San Rafael Avenue and Tiburon Boulevard; and multiple potential spots at Blackies Pasture. Staff summarized property ownership, public‑access restrictions, safety and tidal/bed conditions for each.
Key findings from the staff review: - Shoreline Park (ferry dock to Elephant Rock) is town‑owned but subject to a deed restriction from the condominium association that limits construction; Moffatt & Nichol’s prior study cited strong currents and safety concerns for launch facilities at that location. - The Corinthian Yacht Club/41 Main Street location is privately owned; the club previously declined participation but staff reported renewed interest from club leadership after the June 18 meeting. - Main Street at Beach Road lies in Belvedere; staff indicated Belvedere’s Parks & Open Space Committee recently formed a subcommittee to study potential launches, which could create a joint opportunity. - Bramble Beach is town property and provides direct water access but lacks formal drop‑off or nearby parking without additional changes. - Blackies Pasture has seasonal access constraints and significant tidal/mudflat exposure in most locations; staff noted a possible location closer to McKechnie Green may avoid mudflat issues.
No action was taken; the presentation was informational. Commissioners and staff recommended continued evaluation, coordination with private property owners and Belvedere, and follow‑up studies on safety, parking and permitting. Council members and members of the public suggested pursuing more than one launch location and continuing discussions with Caltrans, Belvedere and private property owners before advancing a formal proposal.
