Kaysville council adopts ordinance updating technical specifications, drainage manual and excavation permit

Kaysville City Council approved an ordinance amending sections of the city code and technical specifications (titles 8, 9, 18 and 19), and adopted a drainage evaluation and design manual and a crosswalk policy. The ordinance package includes changes to construction standards and an updated excavation permit intended to protect public infrastructure and private property when work occurs in the public right-of-way.
Staff presentation Josh (staff member) told the council the updates were the result of a roughly two-and-a-half year review that incorporated experience from recent projects, developer feedback, industry changes and state statute updates. He said the major addition since the council last reviewed the package was a finished update to the excavation permit used whenever work is proposed in the right-of-way (for example, drive approach widening, curb cutting, or utility work).
Josh said the city moved to adopt APWA (American Public Works Association) Utah-specific standards for construction details rather than crafting unique local standards for each item. On curing concrete, Josh explained the APWA standard allows the use of high-early-strength concrete and admixtures to manage curing times for batches that travel farther distances; he said the city used high-early concrete on a recent manhole to reduce cure time from seven days to roughly 36 hours.
Council questions and action Council member Hunt asked a question about whether concrete additives or wetting could be used to speed curing; Josh responded with the APWA explanation and the manhole example. No members of the public signed up to speak on the ordinance.
A council motion to adopt the ordinance was made and seconded; the council voted to approve the ordinance at second reading. The motion carried and the new standards and excavation-permit provisions will be incorporated into the city's construction standards and operations.
Implementation notes City staff said the excavation-permit update is intended to ensure any third-party work within the right-of-way restores yards and park strips to required conditions and protects infrastructure when private contractors or utility companies perform work.
Ending The council adopted the ordinance package, and staff said they would work with the city attorney to finalize the code language for publication and implementation.
