Planning board approves draft Rock Ledge resolution after multi‑year review

The Rhinebeck Planning Board on June 16 approved a draft resolution for the Rock Ledge development after staff and the applicant provided updated technical documents, including a validated wetland map and wastewater collection and treatment materials.
Applicants told the board they had submitted a supplemental habitat assessment, water-supply documents and a complete wastewater package to the New York State Department of Environmental Conservation (DEC) and other agencies in May and June. The project team said the wastewater treatment facility will use primary and secondary clarifiers followed by cloth-media filtration and ultraviolet disinfection; applicants also said DEC will accept public comments on the agency’s review.
Planning-board staff (John and Kim) circulated a draft resolution that incorporates the SEQR record, project changes since the original 2017 submission and findings discussed during the SEQR process. The draft resolution is lengthy and includes the board’s findings concerning special-use permit criteria, site plan and subdivision elements; the board said the final resolution will include the lead agency’s negative declaration if it remains supported by the record.
After brief discussion the board moved to approve the draft resolution for the record; the motion passed on a voice vote. Members thanked public commenters and the applicant for extensive revisions and for addressing issues raised during the SEQR review. Board staff said the applicant has approximately 180 days to finalize sign-off steps unless an extension is granted or state permitting remains outstanding.
Next steps: staff will post the approved draft resolution and circulate the final document to town officials and outside agencies; the resolution’s attachments and the negative declaration will be finalized and posted if the planning board proceeds to adoption.
