Benbrook council approves June 5 minutes, accepts finance report for period ending May 31

BENBROOK, Texas — The Benbrook City Council on June 19 unanimously approved the minutes for its June 5 regular meeting and accepted the city’s finance report for the period ending May 31, 2025.

Finance Director Rick Overgaard presented the report, saying fiscal-year-to-date general fund revenues through May were $23,442,331 (about 88.4% of budget) and expenditures were $16,232,153 (about 61.2% of budget), leaving revenues exceeding expenditures by roughly $7.0 million. Overgaard reported year-to-date sales tax receipts of $3,120,741, about 3.1% below the same point last year. He also listed month-of-May revenue items including property tax, permits and fees, fines, charges for services and interest earnings.

Overgaard briefed the council on other funds: the debt service fund had $7,361 in May revenues (all from property tax) with the next debt service payment due Aug. 1, 2025; the Economic Development Corporation’s fiscal-year-to-date revenues were $1,717,044 (74.8% of budget) with expenditures of $650,084 (18.4% of budget); and the capital projects fund reported May revenues of $112,455 and expenditures of $23,949, with stormwater utility fees, mineral lease revenue and interest cited as revenue sources. The city’s investments were reported at $38,000,305.84, with the EDC holding $7,445,540.

Councilmember Dr. Marshall moved to accept the financial report; Councilmember Franklin seconded. The motion carried unanimously. Earlier in the meeting, Councilmember Addison moved to approve the minutes from June 5; Dr. Marshall seconded that motion, which also passed unanimously.

Why this matters: The finance report provides the council and public with a snapshot of year-to-date revenues and expenditures and confirms sufficient funds in the capital projects fund for ongoing projects. The council did not change appropriations during the meeting.
