Clinton County commissioners approve DHS grant, contracts, fund transfer and appointments

On Feb. 13 the Clinton County Board of Commissioners voted to approve a federal homeland security grant agreement, a contract for a local infrastructure project, multiple administrative transfers and an appointment to the planning commission; several bids were forwarded to the county solicitor for review.
Clinton County Board of Commissioners on Feb. 13 approved a Federal Fiscal Year 2024 State Homeland Security Grant Program agreement, a contract alignment agreement for a phase of the Bald Eagle Valley Veil project, the transfer of county funds to reimburse November 2024 expenses, and the appointment of a new planning commission member. Commissioners also opened and forwarded bids — including a security guard shed bid and a repository bid for county property — to the county solicitor for review.
The most significant action was approval of the U.S. Department of Homeland Security Federal Fiscal Year 2024 State Homeland Security Grant Program agreement with PEMA and the North Central Task Force. The agreement specifies a performance period of Sept. 1, 2024, through Aug. 31, 2027, and a total grant amount of $459,736. The motion to approve was moved, seconded and carried by voice vote.
Commissioners approved an agreement between Clinton County and CDR Maguire for project alignment work on phase 3 of the Bald Eagle Valley Veil. The motion to approve the agreement was moved, seconded and carried by voice vote.
The board approved transferring $26,595 from the county's 4d checking account to the general fund to reimburse November 2024 expenses. The transfer was moved, seconded and carried by voice vote.
The board voted to appoint Terry Kondo to the Clinton County Planning Commission for a four-year term expiring Dec. 31, 2028. That motion was moved, seconded and approved by voice vote.
County bills in the amount of $1,055,801.15 for the two-week period ending Feb. 13, 2025, and net payroll of $344,939.41 for the two-week period ending Feb. 14, 2025, were approved by the commissioners.
During the meeting commissioners opened two bids and moved them to the county solicitor for review. A staff member reported receiving one bid from Debt Force Inc., of 205 Prospect Street, North Haven, for the security guard shed; the staff member said the proposal totaled $62,400 for 52 weeks (3.75 hours per week at $32 per hour was described in the bid summary). In a separate repository-bid matter, a bid for parcel CT010127-000T23B23 Merlin Drive in Bodega Township was reported as received Jan. 31 at 2:21 p.m. and accompanied by a Western Union check for $357. The board moved both items to the solicitor for review and directed that they be returned for action at a future meeting.
A county official reminded the public that approval by the commissioners of a repository bid does not complete the sale; the official said the municipality in which the property sits and the local school district must also approve before a deed can be issued, and that a single denial by either body can stop the deed process.
The meeting opened with the pledge of allegiance and routine procedural votes, including approval of the minutes from the Jan. 30, 2025, commissioners meeting. There was no extended public debate recorded on the agenda items; most items were moved, seconded and carried by voice vote.
