Clinton County commissioners apply for $400,000 HOME grant, approve routine hires and financial measures

The Clinton County Board of Commissioners on Jan. 30 approved a resolution to apply for a $400,000 HOME grant from the Pennsylvania Department of Community and Economic Development and voted on a package of routine personnel, contract and financial items.

The resolution authorizes county staff to apply for HOME Investment Partnerships Program funds through the Department of Community and Economic Development (DCED) in the amount of $400,000 and commits a county match of up to $50,000 drawn from affordable housing fees. Commissioner Schneider introduced the resolution and the board voted aye to approve it.

The grant application would fund activities under the HOME program; the board did not adopt specific projects or commit expenditures beyond the $50,000 maximum match at the meeting. The resolution was listed in the meeting as “Resolution No. 1 for 2025 — HOME grant application” and the application will proceed through the county’s usual grant-submission process.

In other routine actions, the board unanimously approved multi-year salary schedules for three elected or appointed county officials (Treasurer, Tax Claim Bureau director and Coroner) for 2026–2029; authorized a $4,500 contract with Geisinger Clinic to provide a medical director for the Clinton County Department of Emergency Services; and approved a 15-year, 3% loan of $138,790 to Lesden Properties LLC to facilitate the purchase of property in Lock Haven.…
