The Clinton County Board of Commissioners on Jan. 30 approved a resolution to apply for a $400,000 HOME grant from the Pennsylvania Department of Community and Economic Development and voted on a package of routine personnel, contract and financial items.
The resolution authorizes county staff to apply for HOME Investment Partnerships Program funds through the Department of Community and Economic Development (DCED) in the amount of $400,000 and commits a county match of up to $50,000 drawn from affordable housing fees. Commissioner Schneider introduced the resolution and the board voted aye to approve it.
The grant application would fund activities under the HOME program; the board did not adopt specific projects or commit expenditures beyond the $50,000 maximum match at the meeting. The resolution was listed in the meeting as “Resolution No. 1 for 2025 — HOME grant application” and the application will proceed through the county’s usual grant-submission process.
In other routine actions, the board unanimously approved multi-year salary schedules for three elected or appointed county officials (Treasurer, Tax Claim Bureau director and Coroner) for 2026–2029; authorized a $4,500 contract with Geisinger Clinic to provide a medical director for the Clinton County Department of Emergency Services; and approved a 15-year, 3% loan of $138,790 to Lesden Properties LLC to facilitate the purchase of property in Lock Haven. The transcript lists the property address as “111113 East Main Street, Lock Haven”; the address appears in the official motion as spoken on the record and is recorded here as stated in the meeting.
The board also approved transfers from the county’s 4D checking account to the General Fund to reimburse supplemental expenses: $4,279 for September 2024 and $42,985 for October 2024. It confirmed several personnel changes, including the appointment of Barbara Mazzotti to the Clinton County Revolving Loan Board for a one-year term ending Dec. 31, 2025; confirmations of resignations for Kelly Strange (deputy sheriff, effective Jan. 31, 2025), Christopher Loeb (911 dispatcher, effective Feb. 13, 2025) and Elizabeth Single (Magisterial District Court 25-3-01 clerk, effective Feb. 14, 2025); and hires including Leslie Mays (Clerk of 1, Magisterial District 25-3-02, effective Jan. 27, 2025, starting salary $28,233, Grade A) and two full-time deputy sheriffs, Nicholas Kosarowski and Michael Hadowski (both effective Feb. 3, 2025, starting annual salary $36,841, Grade G).
The board approved county bills totaling $379,508.68 for the two-week period ending Jan. 11, 2025, and net payroll of $335,978.20; the payroll period date appears in the transcript as “ending on 07/31/2025” and is treated here as recorded in the meeting minutes. All recorded motions on the agenda were moved, seconded and adopted with an affirmative vote.
A county staff member identified as Gail provided a brief update on the end-of-year 2024 tax collection process, saying that taxpayers cannot currently pay outside tax collectors while the county transitions collections into the tax claim system; Gail said staff are working to restore payment options but gave no timetable.
Commissioner Hardy noted correspondence concerning federal funding that supports nonprofits and county services and said the commissioners have contacted legislators about maintaining those funding flows. Hardy also offered condolences to the family of a county employee identified as Desiree Myers.
