Project overview Staff said the overall project scope encompasses two phases: phase one (anticipated to begin in 2025) would improve surgical operating suites and sterile processing and represents an estimated $40,000,000 portion of work; phase two would later expand the neonatal intensive-care unit and complete a previously approved tower, including relocation of the helipad. Staff and the applicant said the total taxable value of materials across both phases is expected to be roughly $60,000,000, with a corresponding sales-tax exemption value (state and local components combined) that would translate to an estimated direct city sales-tax reduction of roughly $313,000 across the project period (staff figures provided during the presentation).
Staff recommendation and committee action Staff recommended that the committee direct staff to prepare a resolution of intent to issue EDRBs and to negotiate a development agreement with Overland Park Regional for the project. The committee approved the recommendation and asked staff to include appropriate project limitations and accountability in the development agreement (for example, limiting any certificate of exemption to the described projects and requiring documentation the exemption was used only for the listed construction). The motion passed on a 5-1 voice vote.
Neighborhood/operational note Committee members discussed the planned relocation and elevation of the heliport to the new tower's rooftop and asked Overland Park Regional to evaluate mitigation measures (sound treatments and operational mitigations) for nearby residents; Overland Park Regional representatives told the committee they will study and attempt to mitigate noise impacts.
