Council adopts Oro Valley strategic plan for FY25-26 and FY26-27 after minor edits

The Oro Valley Town Council adopted the fiscal year 2025-26 through 2026-27 strategic plan on June 18, approving Resolution R25-33 by a 7-0 vote after a minor amendment to remove a specific reference to Innovation Park from a section on primary employment and commercial growth.

Assistant to the Town Manager Carl Shattuck presented the draft plan, which staff said was built from a months-long resident-driven process that included a statistically projectable survey (more than 9,000 responses), resident working groups and council input through retreats and one-on-one sessions. Shattuck said the 30% draft focuses on guiding principles, goals, policies and actions and that future drafts (60% and 90%) would add graphics and the full document needed for voter consideration in 2026.

Councilmembers discussed wording and placement of items, in particular a provision limiting building height and how to describe mixed-use and neighborhood commercial areas. Several council members asked staff to refine language so the plan accurately reflected resident guidance on views and preferred building heights. Councilmember Rob asked that a specific reference to Innovation Park be removed from a primary-employment line; staff confirmed the reference had been removed from the description and would be removed from the title as well. Councilmember Greene's motion to adopt the plan was amended, accepted as friendly, and the council adopted Resolution R25-33 7-0.

Ending: Staff said the plan will continue through further drafts, including a 60% draft this fall and a 90% draft ahead of final public hearings. The general plan process will return to planning and zoning and ultimately appear on the November 2026 ballot for voter approval.
