Planning commission approves Circle K conditional use permit at Broadway Road and 10 Seventh Avenue

The City of Avondale Planning Commission on June 18, 2025, voted 5-0 to approve application PL24-0058, a conditional use permit for a Circle K gas station and convenience store at the southwest corner of Broadway Road and 10 Seventh Avenue.
Planning staff told commissioners the roughly 1.7-net-acre site is zoned Verde Trails planned area development with a base zoning of C-2 (community commercial), which permits a gas station with a conditional use permit. Monica Smriti, senior planner with the Development Services Department, said the proposal includes a 5,641-square-foot convenience store, a 4,608-square-foot fuel canopy with six double-stacked fuel pumps, right-in/right-out access on Broadway Road and 10 Seventh Avenue, required deceleration lanes, and proposed 24-hour, seven-days-a-week operations. Staff recommended approval with seven conditions to mitigate potential impacts.
The staff report noted a neighborhood meeting held Feb. 11 at the Avondale Visitors and Conference Center attended by 13 people (not including the applicant and staff). Smriti said staff has received five supportive comments on the Avondale Connect platform and two voicemail concerns, largely about traffic and construction at the intersection. She also said Maricopa County is scoping a traffic signal at the intersection that is expected to be installed in about two to three years.
Applicant attorney Brennan Ray spoke for the project team and said staff had prepared a thorough report. “Staff has done a wonderful job in their presentation and their staff report. We agree with everything that they said and would request your approval tonight,” Ray said.
No members of the public asked to speak during the hearing. Commissioner Guzman moved to approve PL24-0058 subject to the seven recommended conditions; Commissioner Pineda seconded. The commission voted 5-0 in favor.
Key details and next steps: the developer will dedicate right-of-way along Broadway Road, construct required deceleration lanes, and implement site improvements required by the conditions of approval. The traffic signal by the county remains in the scoping stage and is not part of the city’s approval. The conditional use permit approval allows the gas station/convenience-store use under the PAD and C-2 standards but is subject to the seven conditions listed in the planning division memorandum dated June 18, 2025.
