Oro Valley council adopts $151.5 million final budget, 10-year CIP

Mayor Winfield moved approval of Resolution R25-24, which the council seconded and passed without dissent. Chief Financial Officer David Gephardt presented the final budget and said the expenditure limitation is set at about $151,500,000. Gephardt told council the tentative budget had been adopted two weeks earlier and that updated state revenue-sharing estimates were slightly lower than earlier forecasts, but staff was not proposing spending reductions as a result.
Gephardt summarized the budget process that led to adoption, including council one-on-one sessions, public study sessions on the CIP and operating budget, and the tentative budget adoption on June 4. "Adoption of the final budget includes the approval of the 10 year CIP, and also, the general pay plan for next fiscal year," Gephardt said.
Vice Mayor Barrett, council members and staff discussed clarifying items tied to operating agreements and the town's funding for a local children's museum; Barrett said she wanted to ensure a planned allocation would benefit the Children's Museum of Oro Valley specifically, not an entity with a similar name. Gephardt and other staff said they would confirm that allocation.
Council members thanked staff for extensive outreach and for keeping the proposed budget relatively flat in light of fiscal uncertainty. The motion passed 7-0.
Ending: The adopted budget will be published per Arizona Auditor General requirements and submitted to the Government Finance Officers Association for the Distinguished Budget Presentation Award, Gephardt said. Council retains authority to amend the budget during the fiscal year.
Votes and formal action: The council moved and passed Resolution R25-24 (final budget adoption, FY 2025-26, and approval of the town's 10-year capital improvement program) with the recorded outcome "approved."
