Plan Commission finds 2025–29 CDBG consolidated plan consistent, recommends 2025 action plan

The City of Oshkosh Plan Commission on June 17 voted 8-0 to find that the proposed 2025–2029 consolidated plan and the 2025 annual action plan for the Community Development Block Grant (CDBG) program are consistent with the city’s comprehensive plan and recommended approval to the City Council.

Staff presented the proposed project allocations included in the staff report and told the commission that the city’s estimated 2025 CDBG entitlement allocation is $822,000. Staff said the formal allocation will be confirmed following HUD review and execution of a grant agreement.

Commission member questions focused on data sources and program stability. Commissioner (Miss) Prowell asked whether federal cutbacks threatened the program; staff replied that for 2025 there were no known federal cuts affecting the allocation. Prowell also asked how the plan’s housing-condition data identifies specific properties; staff replied that the report’s data are drawn from HUD’s IDIS reporting system and that the report pulls data automatically from that source, but does not identify individual properties in greater detail.

No public commenters spoke on the item. The commission moved, seconded, and approved staff findings and the 2025 annual action plan; the motion carried 8-0.

Next steps: the Plan Commission’s consistency determination and recommendation will be forwarded to the Common Council; HUD must approve the consolidated plan and the entitlement allocation will be finalized through HUD’s grant administration process.
