Herkimer County IDA holds public hearing on proposed uniform tax-exemption policy; no comments submitted

The Herkimer County Industrial Development Agency held a public hearing to solicit input on proposed amendments to its uniform tax exemption policy; no attendees spoke and no written comments had been received at the time of the hearing. Written comments will be accepted through 5 p.m. on June 18, 2025, and the agency will consider the proposed amendments at a meeting scheduled for June 24, 2025, at 8 a.m.

Victoria Adams, operations manager of the Herkimer County Industrial Development Agency and the hearing officer, opened the hearing and outlined the agency’s legal authority and the purpose of the session. “I am the operations manager of the Herkimer County Industrial Development Agency the agency. I am also the hearing officer for this public hearing, and we are holding this public hearing to solicit comments on the proposed review and potential amendment to the agency's uniform tax exemption policy,” Adams said.

The hearing was called under provisions the speaker identified from New York law that grant industrial development agencies authority to promote and assist in the development and improvement of manufacturing, warehousing, research, commercial and industrial facilities. Adams said the agency undertook a review of its policy pursuant to the legal requirements for a uniform tax exemption policy and had authorized the public hearing on May 20, 2025. Notice was mailed to chief executive officers of affected taxing jurisdictions on June 5, 2025, published June 6, 2025, in the Times Telegram and posted June 4, 2025, on the agency’s website and on a public bulletin board at the agency offices.

Adams said a draft of the proposed amendments and a summary were included with the mailed notice and that copies of the notice and draft amendments were available on a table at the hearing. The notice specified that written comments could be addressed to John J. Piecyk, chief executive officer of the agency; Adams said the agency had not received written comments from any affected taxing jurisdictions as of the hearing.

Adams opened the hearing for public comment and reported that no affected taxing jurisdictions or other attendees were present and that no one wished to speak. She then closed the public hearing at 8:15 a.m. The comment period remains open through 5 p.m. Wednesday, June 18, 2025, after which the agency will review any comments and consider the proposed amendments at its meeting scheduled for June 24, 2025, at 8 a.m. Copies of the hearing notice and the draft amendments remain available on the agency’s website and at the agency offices.
