The council authorized the town to submit a Rhode Island Department of Environmental Management (RIDEM) wetlands permit application for the Hillsdale Road culvert replacement and designated the council president to sign the application.
The replacement is intended to resolve chronic flooding and restore aquatic connectivity at a perched culvert on Hillsdale Road. The project has been managed by the Wood-Pawcatuck Watershed Association on the town’s behalf; the association retained engineering firm Fuss & O’Neill to develop plans and has used grant funds to cover design costs. The town is the property owner and must sign the permit application before submission.
The association’s director told councilors the design and application are ready and that construction funding would be pursued through competitive bidding; estimated construction costs discussed in the update ranged from roughly $800,000 to $1,000,000. The association said it would seek to avoid closing the road during the school year and expects any construction closure to last approximately four to eight weeks depending on weather. Councilors approved the permit-submission authorization by roll call.
