County accepts $65,000 CARP grant to fund investigator and partial prosecutor support

Chautauqua County's Public Safety Committee authorized acceptance of a 2025 Crimes Against Revenue Program (CARP) grant totaling $65,000 to support investigations and prosecutions of revenue-related offenses.
Hailey Cantaglia, representing the District Attorney's Office, said, "DCJS, the Division of Criminal Justice Services provides our office with $65,000 to investigate and prosecute crimes against revenue. And the funding provides a part time senior investigator that's responsible for investigating these types of offenses and partially funds the salary and fringe of an assistant district attorney that's tasked with prosecuting these types of offenses. The revenue was included in the 2025 adopted budget. So, no budget amendments are needed."
Cantaglia told the committee the grant runs from Jan. 1 through Dec. 31, 2025. She said the senior investigator would be an employee of the DA's office and that the grant covers the investigator's full salary and fringe benefits and a portion of the assistant district attorney's pay. "Should this funding go away, ... the position of senior investigator would no longer be funded," she said.
Committee members sought clarification about the scope of offenses covered under CARP. Cantaglia said the unit handles thefts affecting municipalities and untaxed sales, including untaxed cigarettes, liquor, marijuana and vape products, as well as tax fraud or failure to report income. "A lot of the times we'll see just out of their house. You know, that's kind of the biggest offense that we see, that falls under CARP," she said.
The chair called for a voice vote; members answered "Aye" and the chair declared the motion carried.
