The EMA director said most mitigation items are either completed, in progress, or being tracked; the report mapped each action from the 2022 hazard mitigation plan to current status. Notably, staff relayed that the Natural Resources Conservation Service (NRCS) has scheduled a stakeholders’ meeting tied to a PL-566 flood-mitigation project (Valley Lodge area) on July 1 at 10 a.m. at the community center. The director asked councilors to expect follow-up on that project and recommended publicizing the meeting to stakeholders.
Councilors asked specific status questions about elevated roadbeds, culvert upgrades, private-owner emergency action plans for dams, and dry flood-proofing of town hall records. The EMA director said some items remain low priority in capital planning and others require coordination with state agencies. Councilor Madnick moved, and the council approved, a direction asking the EMA director to reach out to the Conservation Commission to discuss three numbered mitigation items on the plan (items 14, 15 and 16 in the plan) related to wetland restoration and land protection.
The EMA director said the town’s debris-management, emergency operations, and other plans were being located and updated; some sensitive security details were not suitable for broad publication. Councilors asked staff to post the NRCS stakeholder meeting notice publicly and report back on river/stream-blockage reporting procedures.
