Town staff says HUD environmental review for 4 Richmond Townhouse Road shows no anticipated adverse impacts

Town staff reported a status update from GZA, the environmental consultant conducting the U.S. Department of Housing and Urban Development (HUD) environmental review for the proposed redevelopment of 4 Richmond Townhouse Road.
The site, a roughly 5-acre parcel across from town hall adjacent to Cherry Hill Furniture, is planned for a prefabricated pavilion with ADA-compliant restrooms, accessible parking, and supporting septic and utilities. GZA told the council the environmental review (ER) is being submitted in sections through HUD’s pre-review process; HUD has been slow to respond because of staffing constraints and has passed the project to a West Coast reviewer. Required notices were sent on May 25 to state and local historic-preservation and resource agencies; those entities have 30 days to respond and, as of June 17, no responses had been received.
GZA’s preliminary findings, shared by town staff, said the review did not identify adverse impacts that would require changing the proposed project or HUD’s standard planning conditions. The ER must be finalized and approved by HUD before any HUD funds are spent on the project.
Staff told the council that once pre-review sections are compiled and HUD approves them, the town will move forward with required environmental clearances and project steps under HUD rules.
